A man has been fined more than £5,000 after telling the court he paid a ‘man with a van’ to get rid of rubbish that was later found dumped in a lane in Beaconsfield.

Elgan Lloyd-Davies, 36, of Littleworth Common, South Bucks pleaded guilty at Wycombe Magistrates Court on March 16 to offences of failing in his and his company’s duty of care after waste, including a toilet, bucket and black bin bags, was found dumped illegally.

The court heard that on November 10 last year, investigators from the Waste Partnership for Buckinghamshire examined rubbish that they found in passing at the roadside on Hedgerley Lane, near Beaconsfield.

Details found within the dumped waste led investigators to Lloyd-Davies, who denied dumping the rubbish himself when interviewed at the police station.

He told officers that he had generated the waste as part of his building work and had taken it back to his own home where he had unloaded it from his work van.

He said that he paid a passing ‘man with van’ to remove the waste and dispose of it, but he had not made any checks on the man and was unable to identify him.

The Magistrates fined Mr Lloyd-Davies and his company £3,990, and ordered clean-up and prosecution costs of £984.

He was also made to pay a victim surcharge of £57, bringing the total to £5,031.

The case was prosecuted by Buckinghamshire County Council working on behalf of the Waste Partnership for Buckinghamshire.

The waste partnership launched their ‘Illegal Dumping costs’ campaign in October 2003 to target illegal dumping and waste management offences in Bucks and has secured over 515 convictions against individuals and companies since then – averaging at least one per week.
