Motorists angered over foreign speeders

FURIOUS motorists today hit out at the legal system after it was revealed thousands of foreign drivers had escaped speeding tickets.

Drivers said they felt let down after hearing that 4,405 motorists licensed abroad did not pay up in 2007 in the Thames Valley area.

It is the second highest number of tickets for 15 out of the 39 police forces asked to provide the figures, an investigation by The Sunday Telegraph found.

Only the Metropolitan Police recorded more unpaid fines - 9,041.

By contrast 75,248 motorists in Thames Valley had to pay up in 2006/07 - netting £4.5m.

This is up from 23,735 in 2004/05 - a year in which just £1.4m of fines were collected.

But the force said while there were "limitations" in pursuing drivers new powers would help crack down on unpaid fines.

Councillor Pauline Wilkinson, who represents Amersham on Buckinghamshire County Council (BCC), was handed three penalty points after being caught speeding by a mobile camera on Marlow Hill in 2005, when the speed limit was 30mph.

She said: "They get local people and you tell me they can't get foreign nationals? It is absolutely ridiculous - they need to try harder. They can get them for other things so why not speeding? They shouldn't just give up on them."

Property developer Waseem Quereshi, 43, who was given three points after being snapped in Station Road, Amersham, this year said: "They can't find foreign drivers to pay fines? Come on, something is going wrong."

Mr Quereshi, of Whitelands Road, High Wycombe, said: "We have taxes going through the roof and the last thing you want is for somebody to come along and rob you."

Dad-of-two Terry Tedman got a parking ticket from police for leaving his car on a verge by his house - only for council staff to park there to carry out a traffic survey.

Mr Tedman, 61, of West Wycombe Road, who parked on the verge when his drive was blocked, said: "It seems us law-abiding citizens get done and people who aren't get away with it."

Tony Blackmore, team leader for traffic management at BCC, said: "There is an exemption for local authority vehicles - but it has to be done carefully."

A statement from Thames Valley Police pointed out it was the second biggest force after the Metropolitan Police with "one of the largest speed enforcement networks".

It said: "Whilst there are limitations at present in being able to pursue these offences, there are moves nationally and internationally to tighten up the law and provide us with greater powers to deal with these matters."

The Road Safety Act 2006 will give police powers to demand deposits from drivers who officers believe do not live in the UK. This will be used to pay a penalty or will be returned to them, plus interest, if the driver wins their case in court. Those who do not pay face having their vehicle seized.

And the force said the new powers to be given to the Driver and Vehicle Licensing Agency would help "obtain drivers' details from abroad".

The Thames Valley Safer Roads Partnership, which manages speed cameras, said it was "trying to limit the number of cases which we are unable to conclude" by targeting repeat offenders and checking foreign drivers.

Just typical and shows why we are the laughing stock of Europe. Its not just the license that is foreign. The car is foreign, as is the insurance and they dont pay for our road tax. I think this needs to be ironed out by our failing government. They should stop these people using foreign registered cars if they are here for more than a holiday.Why should they get away with paying for cheaper insurance abroad and not paying our road tax even though they are using our roads. And to top it off , they dont get caught for speeding. What a joke. BAN THESE FOREIGN CARS NOW

I can confirm that UK registered cars get the same treatment in Europe. I've been flashed and 'spotted' by numerous devices while driving in France/Switzerland/G
ermany/Italy. You're OK as long as you're not tugged by a physical Policeman over there.

They are working on tightening the law for all EU countries so this will get sorted out in the near future.

I've not noticed being a laughing stock of europe or anywhere else for that matter. Likewise I'm not aware of queues of european motorists turning up here to get speeding tickets they dont have to pay.

Can we have a bit of a reality check here. Recovering fines from people who are outside the jurisdiction of the UK courts is always going to more difficult than getting fines from people resident here.

Of course the alternative might be to have eu wide road traffic laws and penalties and a system for collecting fines. Think of the apoplexy that would cause amongst the UKIP and BNP anti-european fanatics.

Sorry Tom but the reality check is that these foreign motorists that are getting fined, are in fact residents here that work here. My point is that they should not allow them to use these vehicles if they live/work here. Its not fair to all us who pay our road fund license and speeding tickets if we get them.

Why not? If I went to live/work in france for a while, I'd be pretty hacked off if I had to go buy a local car.

You are confusing 2 separate issues. Typically, the problem is when a foreign motorist leaves the country without paying the fine. I used to employ an eu national who drove a car registered in his home country. He picked up a ticket for something or other, it was sent to his address here and he paid it. Is nothing to do with the cars they drive.

I'm not sure of the law on this so someone correct me if I'm wrong, but I think there is a time limit on which you can drive here on foreign insurance / safety tests.

Tom. If thats the case with a time limit then fair enough but they need to inforce this.Im not trying to confuse the issue as I think they are one of the same problem. I'm only making the point as I see some cars in my local area that have been driving around for over a year. To me this cant be right. I get your point about being hacked off if you had to by a local car, but surely over 1 year is taking the p**s. Safety must be the biggest concern?

snp1, I agree that whatever the regs are they need to be enforced and that if there is a loophole that allows foreign registered cars to go untested then it should be plugged.

What I took exception to was your comment that we are a laughing stock because we allow foreigners to drive their cars here and not pay fines etc.

I really dont think its that big a problem. More a small irritation. As Elmo pointed out, it works both ways
