Gypsy planning application approved

TRAVELLERS' plea to allow an extra caravan at their pitch in Great Kingshill has been successful.

Councillors have approved a retrospective planning application for the additional mobile home by Windmill Lane.

Despite the fact the development is considered inappropriate for the Green Belt officers recommended for approval because Wycombe District Council is behind in meeting its target for gypsy sites in the area.

Councils have to provide a certain amount by law.

On Wednesday night the planning committee granted a temporary approval for three years to the third caravan, with the deficit of 12 travellers' pitches in Wycombe giving the proposal “very special circumstances”.

However, councillors ruled against a retrospective application for an access lane created from Windmill Lane and said it must be put back to how it used to be.

Hughenden Parish Councillor Rick Gould told the meeting: “An additional new mobile home would be totally inappropriate and would have an adverse visual impact on the landscape.

“It's extremely large and tantamount a permanent bungalow being placed in the Green Belt contrary to all the regulations.”

Great Kingshill Residents Association spokesman Richard Coleman said it was an inappropriate development and the third mobile home should be removed.

He said: “Our view is that such very special circumstances have not been demonstrated.”

Both argued that gypsy status had not been proved.

While officials admitted they had not been presented with such proof either, on contacting relevant travellers' organisations, they were assured that the claim was indeed valid.

Matthew Green of Green Planning Solutions, speaking on behalf of the traveller family, said: “What we have here is an existing lawful caravan site. That current caravan site has no control on how many caravans there can be at the site.

“My clients have got caravans they need and there's no intention of anything else.”

There is no question that they are indeed a gypsy family, he said, despite opponents raising doubts, and an appeal would highly likely give permission, he added.

The first time permission was given for a caravan on the site in 1962.

There was a general consensus among the planning committee that the extra caravan did not have a significant impact.

Cllr Alan Turner said: “Of all of these sites we have visited over the years this has to be the least impact in my view on the surrounding countryside. It's so minor on the current site in terms of visual impact.”

Cllr Clive Harriss said: “It's just a strip development and doesn't impact very much at all.”

Cllr Alan Hill said: “I can't see any problems with it.”

The committee voted in favour by 11 votes to two.

I wish I could get away with development of my property in that way, build an eyesore, then get approval. I wonder how long it will be before the field in Great Kingshill looks like the travellers site in Earl Howe Road. When are the council going to do something about the planning application for that site?

Wycombe District Council has been struggling without a proper gypsy and travellers policy for over a decade. It is about time they got their act together. They need to identify sites and have a policy to allow some sort of accommodation for travellers. This ad hoc unplanned approach is amateurish.

Holmergreenresident, thats a little harsh calling the HG fairground people travellers ! oh and by the way they are the ones responsible for cutting the hedgerow and planting the trees on earl howe road, their site is not an eyesore, they have put up fencing, made a driveway which they have planted flowers and trees, they own that land and they got granted permission to stay a year ago. Good on em' they have given residents no problems at all,they pay taxes and their children to go the local schools. So please do not call them travellers, there is a big difference between travellers and fairground people.

irrespective of whether the fairground people are travellers, or plant nice flowers, it doesn't allow them to let a horse graze on the edge of the A-road, where it could have been hurt. When I reported this to the police office in Hazlemere, the PCSO said "oh, not again, that's the 3rd time today". If that isn't wasting resources, endangering an animal and passing motorists, then what is. These 'travellers' are a bloody menace and should be given no leeway in the modern world. If they can't fit in, then they should shove off, not try and get rules changed because if fits in with their 'way of life'

They have not got animals on the site ! This horse came from the site next door, if you know HG you will be fully aware of the orchard next door they keep horses and pony's there this was an escaped horse that was returned to its owner. I should know I FOUND IT !

How on earth can these people be travellers when they aint moved for 3 years. My 82 year old nan has moved about more than they have. If its green belt why havnt they been moved on like any other member of the community would be. Do they pay council tax, i doubt any of them have proper jobs and pay any income tax national insurance. No wonder people have such a bad opinon of them, but if they are getting away with doing what ever they want and the police and council are to spinless to sort it out then it will only ever get worse and the divide between pikeys and the community will get even worse.
