THE death of a teenager has sparked an investigation into the way police responded to reports he was walking in a busy main road before he was killed.

Julian Randall is believed to have spent the day in High Wycombe with friends on Monday, but was then separated from them and involved in a car collision on Valley Road, Hughenden.

Thames Valley Police’s response to reports of a male walking in the road that evening has now been referred to the Independent Police Complaints Commission, who will look into the events prior to his death.

The 19-year-old from Reading was in a collision with a blue Vauxhall Mokka shortly before 6.40pm on Monday and was taken to Stoke Mandeville Hospital but later died from his injuries.

Two days after his death, Thames Valley Police announced they had referred the incident to the IPCC.

IPCC associate commissioner Guido Liguori said: “The IPCC received a mandatory referral from Thames Valley Police relating to a road traffic incident following which a man subsequently died.

“Following careful assessment the IPCC has now decided to conduct an independent investigation into events prior to his death.

"My thoughts and sympathies are with the family at this difficult time. We have notified them of our involvement and will issue further information in due course."

The driver of the car involved has been helping officers with their enquiries but has not been arrested in connection with the incident, police confirmed today.
