A man has been ordered to pay more than £1,000 after rubbish was found dumped at a lay-by in Little Chalfont.

Constantin Vladeanu, from Roxeth Green Avenue in Harrow, pleaded guilty at Wycombe Magistrates Court on July 20 to an offence of failing in his duty of care regarding waste which was later found fly-tipped.

Details found in the rubbish, which was left on Stony Lane, led investigators from the Waste Partnership for Bucks to Mr Vladeanu.

When interviewed at the police station, he denied dumping the waste himself and said it had come from both his work as a builder, and as household waste from his own home. 

He said the rubbish had been taken away by an unknown third party. Mr Vladeanu admitted that he had done nothing to check the waste carrier’s credentials.

On February 3, magistrates’ fined Mr Vladeanu £660, and ordered £878 in clean-up and prosecution costs to be paid.  A victim surcharge of £66 was also added – making a total of £1,604.

Cllr Mike Smith, Chairman of the Joint Waste Partnership for Buckinghamshire, said: "This is another case where a Buckinghamshire beauty spot was despoiled by waste brought from elsewhere. 

“Although two thirds of cases we prosecute concern the people who actually dump the waste, we will continue to take action on behalf of local residents to ensure that failure in responsibility by the waste producer is also properly punished - including the recovery of costs incurred in both cleaning up and prosecuting."

The case was prosecuted by Bucks County Council working on behalf of the Waste Partnership for Bucks. Since 2003, the partnership has secured 533 convictions against individuals and companies for illegal dumping and related offences.
