Travellers have set up camp near High Wycombe's busy leisure centre.
Caravans have been spotted on the building site where the former Wycombe Sports Centre, off Marlow Hill, used to stand.
The old sports centre was demolished following the opening of the new Wycombe Leisure Centre.
Pictures show caravans, vans and cars behind gates with a warning sign that says "danger - keep out".
Travellers have been on the site since at least Tuesday morning.
Wycombe District Council confirmed that they were aware of an incident, but said the Oxfordshire and Buckinghamshire Gypsy and Traveller Service were dealing with the situation.
The service, which is based at Oxfordshire County Council, has been approached for comment.
