A social worker has been temporarily suspended after a series of "shortcomings" when dealing with adults who had learning difficulties.

Seedy Saidykhan, who worked at Buckinghamshire County Council, has been suspended from the Health and Care Professions Council (HCPC) for 12 months on the grounds of misconduct.

A panel of the Health and Care Professions Tribunal Service heard that while working with adults who had learning difficulties, Mr Saidykhan submitted a mental capacity assessment for a client without conducting a review of the client’s ability to make a decision about extra respite care.

He also did not undertake a mental capacity assessment for another client before making a decision about their ability to manage a payment of a direct grant.

The panel heard that Mr Saidykhan also failed to allow a third client’s parents to support the client during a mental capacity assessment meeting.

Panel chairman Rachel O’Connell said: “The panel has not heard that Mr Saidykhan has attempted to remedy any of his misconduct or shortcomings.

“The panel has therefore concluded that there is a high risk of repetition of the misconduct. The panel also considered that, given the dishonest component of his misconduct, the public would expect a finding of impairment.”

Mr Saidykhan, who no longer works for the council, was not present or represented at the hearing.
