Plans to build a new primary school and pre-school on an ex-RAF base in High Wycombe as part of a major housing development will be discussed by the county council next week.

Proposals for the new Abbey View Primary Academy at the former RAF Daws Hill will be presented to Bucks County Council’s (BCC) development control committee on Monday, July 23.

If plans are given the green light the two-storey school in Kennedy Avenue will provide 420 places, with an additional 52 places at the pre-school, a single-storey eco classroom as well as a soft play area.

The application states the school is “necessary to support the growing population” after developer Taylor Wimpey’s plans for a major 441-home development at the site were approved in 2014.

A separate application for 550 homes at the Abbey Barn south reserve site was submitted to Wycombe District Council (WDC) earlier this year, however its fate is yet to be decided.

A BCC report states: “The proposed development would provide the pre-school and primary school facilities and places required as a result of the new housing development.

“The school would not have a detrimental impact on the local environment and would respect the landscape and ecological characteristics of the area.

“The proposed school and pre-school would not have a detrimental impact on the highway network.”

The plans were submitted by GSS Architects on behalf of BCC’s commissioning team.

The construction of the schools would take place in two phases – first a single class entry primary and pre-school will be built, which will later be expanded to facilitate an extra class per year.

During the consultation process Chilterns AONB Board raised concerns over the impact the lighting of the development would have on nearby protected land.

The application stated: “[Chilterns AONB Board] would like to see best practice in design and management of lighting.

“They would like to see conditions for management of lighting on the development such as; no external lighting shall be used, any lighting proposed should be designed in a way that there is no emittance of light upwards or sideways.”

The RAF site was put up for sale in 2011, the plans for hundreds of homes, and Air Training Corps building, industrial unit and a play area later backed by WDC.

Planning officers have recommended the school plans for approval.
