Re-routed traffic warning over town centre plans


TRAFFIC bosses last night said the pros of a radical re-think of High Wycombe town centre outweighed “dis-benefits” such as displaced and extra traffic and falling house prices.

The plan is to knock down Abbey Way flyover between the Eden roundabout and the roundabout by Wycombe Hospital, creating a pedestrian space closed to traffic.

Instead, traffic will be diverted through Desborough via a new road linking the A40 to Westbourne Street then Desborough Road, Rutland Street and onto Queen Alexandra Road.

The plan – given a mixed reaction at a public meeting last night – will bring traffic out by the junction of Staples and Marlow Hill.

Another meeting will be held tonight on controversial housing plans for Terriers, Daws Hill and Gomm Valley in High Wycombe and Bourne End (see link, bottom of story).

Wycombe District Council planning officer Chris Schmidt-Reid said: “There is going to be a balance here between the benefits we are going to deliver and the displacement of traffic.

“I can’t say to you at the moment, hand on heart, that everyone is going to benefit.”

He added: “There will be dis-benefits.”

And he revealed the council was £11m short for the £20.9m project, to happen between 2015 and 2026.

Traffic boss John Kemplen said the plan was a “trade-off” between connecting the town centre by removing the flyover and creating space for development.

Cars would be displaced, with the Priory Road area likely to be hit, he said.

“We will have to look at discouraging people from there.”

And he said: “We think that park and walk is one element of the future transport strategy that we will have to promote to make this work.”

But some gave the plans a lukewarm reception at The Hub, Easton Street, High Wycombe.

Brian Gilbert said: “It can’t see anything wrong with the traffic as it is now.”

Warning that Queen Alexandra Road is “very crowded most times of the day” he said: “The system works.”

Another said: “I don’t see a problem with the way it is at the moment.”

And another said warned of the impact of re-directed traffic on Suffield Road.

“If you own a house there now, in the next 20 years you wouldn’t be able to sell it because of this.”

And one man walked out after residents were told only three questions were allowed as presentations by three officers overran to an hour. More questions were then allowed.

But Chris Woodman, spokesman for the Wycombe Society conservation group, said: “I personally think it is a wonderful vision.”

Mr Schmidt-Reid said the flyover is a “very strong physical barrier” and said the plans would allow for much-needed “substantial amount of new office development.”

These could replace the Royal Mail and council offices on Queen Victoria Road, which would also be two-way, allowing northbound cars to turn right into Easton Street.

And making Archway, between Eden roundabout and Morrison’s, a single lane road would create a “much more friendly environment”, he said.

Homes and businesses are planned for the former nearby Compare and De La Rue site – and Mr Schmidt-Reid said this would see more people walk to Hughenden and the countryside.

Yet he said it was not known if a new water feature for the public space to replace Abbey Way would be the River Wye or a water feature.

And he said of the cash shortfall: “Funding is and remains a challenge but it is not at a level that cannot be overcome.”

The council is consulting on the plan, the Wycombe Development Framework, as it has the final say on what development is allowed in the district.

This means, for example, that buildings can only be used for some purposes, such as business or housing, on different sites.

Council leader Lesley Clarke said at the end of the meeting: “I do hope you feel as excited about this as I do.

“Wycombe will be a fantastic place if we get this all done.”

And when they remove the flyover lots of the shops in the old Octagon will have no roof .Is this a dastardly cleaver plan by the Council to reduce the number of shops in the town because 40% are unoccupied and unrentable. Wycombe has been a building site for 3 years with the new shopping centre and Sainsbury's developments so now can expect it to continue for the next few years .
It will undoubtable increase traffic congestion in the town and of course this scheme will require many more sets of traffic lights because Wycombe council love em .

I think they've probably thought about the roof on the Octagon. I'm sure you don't think they would go through with this plan then on the unveiling day say "Oh sh!t, we've forgotten the roof of the Octagon!"

I think this is a great plan - the flyover is a disaster and makes Wycombe too much of a through route for people traveling to/from other areas. Let's make it a place to live, not a place to travel through to Handy Cross/London/Maidenh

Lesley Clarke is a typical councillor, trying to restrict questions from the public, and accepting "planted" questions by council or ex-council staff. The presentation was over long, verging on the boring and assuming those attending were morons.

In fact the plan for the flyover is only to demolish the ramps, not the shops under it, so that a large block would remain, what extra connectivity is this ?
Costs are pie in the sky low, road routes not considered, impact on houses ignored.

No-one knows why, but if you add together demand in Wycombe for the three traditional uses of town-centre space (retail, offices and residential) it is less than the space available.

Wycombe is learning the hard way that demand cannot be created by wallet busting cap-ex programmes.

Returning portions of the town centre to public use, open spaces with original features is not a failure but simple common sense.

Public finances are at the heart of this, and WDC needs to act now.

WDC has gorged during the good times: single detached homes converted to 10 flats - a £3k tax take becomes £12k.

Now WDC needs to face up to its responsibilities in the lean times. Savings must be made, starting with job cuts, the payroll numbers are far higher than in the early 90's, we need to return to those levels, and right now.

Make no mistake WDC, you are being watched.

Knock that disgusting fly over to pieces and don't listen to the people who say otherwise. For goodness sake, are these people living in the 1960s? No doubt the same people who nodded through the idea of burying the river., smashing down the medieval timber framed buildings and constructing that pig's ear of an old bus station we had. Good Lord.

The real story is the COUNCIL and its associated fellow-travellers (planners in particular) have been a absolute disaster for the Town for the past 40years

TOTAL INCOMPETENT and MORE THAN JUST USELESS IDIOTS

Therefore any 'CHANGE' is presented by them as a great leap forward (remember the Chinese and Russian etc dictators' glorious plans) - All carried out in the name of (their) progress neglecting the suffering of the ordinary people(s) under their paternalistic rule

As the laissez-faire ill-suited ugly developments have been allowed over the years, any imposed change is trumpeted as a WELCOME IMPROVEMENT.

As these SELF-REGARDING IDIOTS have made a COMPLETE PIG'S EAR of everything over the years, any CHANGE would appear to be acceptable to the unobservant

Even Worse these crass blithering blundering wassocks are still trying to destroy and obliterate any trace of the decent urban enviroment that Wycombe could potentially be.

We have allowed them to get away with tying the Gordian Knot of the Wycombe Urban, Transport, Housing and other Social Infrastructures and now there can only be radical solutions left.
