Chairman's opening statement for council meeting- 12th October

I have been criticized by some for not allowing a Councillor to speak, or to continue to speak. I believe that perhaps some clarification of the reasons for this would be helpful.

Once an item has been decided by a majority vote, the topic cannot be revisited at a subsequent meeting, for six months, save by a special resolution signed by five members.

Confidential matters, particularly those related to employees or other Council members, must not be discussed in public session.

Matters that are the subject of current legal processes are not allowed.

Disparaging remarks from individual Councillors about absent Council partners of individual people are not permitted, as this may result in legal action taken against the Council.

Misleading or inaccurate comments should be prevented so that the public are not misled.

Usually Councillors are fully aware of these constraints and conform to these requirements, so it is not normally necessary for a Chairman to take action.

What I have described is usual practice for Parish Council Chairmen, or indeed other Local Council Chairmen.
