Further expansion of High Heavens plan not ruled out

A design of the proposed waste transfer station A design of the proposed waste transfer station

THE possibility of further expanding plans for a waste transfer station at High Heavens has not been ruled out by council bosses after the rejection of two other sites.

Buckinghamshire County Council want to create two sites for bulking up rubbish as part of plans for a proposed new incinerator in Calvert.

But possible second sites at Burnham and Amersham have now been rejected.

Buckinghamshire County Council council spokesman Aidan Shutter said potentially, the High Heavens plan could be revisited if the council and contractors believed it necessary.

He said: "High Heavens has received planning approval to deal with 120,000 tonnes of waste, which includes commercial and industrial waste.

"It would be down to FCCE (the firm behind it) and BCC to work out the detail of these arrangements should they only be able to secure the use of High Heavens."

Any changes to the agreed development at High Heavens would require an additional planning application.

Although the Calvert project can work with just one station, Mr Shutter said: "Two waste transfer stations are the preferred option as we would like to provide an alternative local transfer facility for our local district councils to reduce their transportation costs."

High Heavens campaigners are now fearful the development there could be enlarged.

Ex-Labour Parliamentary candidate Cllr Jan Pritchard said: "It could be like living on the side of the motorway and it would be horrendous with even more traffic. People would have miserable lives and it would destroy the area."

However, it was said at the meeting when the Amersham scheme was turned down, the decision would not result in extra lorries going to the High Heavens site.

Another opponent, Bucks County Councillor Bob Woollard, Conservative, said any increase to the already approved High Heavens scheme would cause public outcry. He said: "I've said it before and I'll say it again, people need to wake up be counted if they don't want this thing, they need to vocalise their opposition."

There has been annoyance among High Heavens opponents that the council's planning committee rejected the Amersham plan based on similar arguments about green belt which failed for them.

The Amersham decision could still be appealed.

Construction at Calvert is expected to begin in Autumn and should be operational by 2015.

FCC, who used to be called WRG, were awarded a £275 Million contract last month by Bucks County Council for waste handling. With big money comes some quite serious pressures. It'll be inteersting to see just how critical the High Heanevs site becomes as part of the overall waste management strategy.

Havn't we got enough problems with the heavy traffic that already uses High Heavens, ie the speeding dustcarts, and with the very frequent odours coming from the composting facility that was supposed to have been 'fixed'. What about the pollution, what about the very narrow roads that will not be able to take the extra HGV's. WHAT ABOUT THE HEALTH OF THE PEOPLE OF BOOKER AND MARLOW BOTTOM.

I have said it before, please Mr. Collingwood fight it for us, refuse to let BCC have their own way.

The approval of the planning application for the incinerator at Calvert (which will take the waste from High Heavens) was linked to mandatory improvements to the road access from A41. I would suspect that the High Heanes site will need similar improvement to improve access for lorries. Modifying the existing road from the Handy Cross roundabout to High Heavens seems uld have a widespread impact on people's houses. What's the chances that there'll soon be a plan to moodify Ragman's Lane? I hope that the residents of Marlow Bottom are watching closely!

I will make it my mission to fight against these proposals (unlike the current BCC Cllr from Booker, Cressex & Sands).

You are right - the current stink that we have to endure is bad enough - without the additional planned tonnage waste!

I'm sure that whatever BCC want, that Alex will give them.

The only way to get this kicked out is to organise in the same way that we did against the Stadium.

Please can we get organised and plan a meeting to get the campaign in motion?

Otherwise we are going to have a right old stink at High Heavens and the lorries going to and from are going to be a real problem for us in Booker!

If they only use the last 400 yards or so of Ragmans Lane and turn it from a single track (with passing places) to a road suitable for lorries this will not affect the houses in Marlow Bottom and will be the same distance as Marlow Rd (B482) and Wycombe Rd (i.e. the road past the Blacksmiths Arms). I don't see why Marlow Bottom residents need to worry as Ragmans lane (LANE) has been for many years over-used and precarious at the best of times for driving.
...
But if Ragmans Lane is used and the road extended across green belt, then the existing service road (which they are looking to expand/widden) to High Heavens must be turned back into Green Belt and all traffic be directed along the new road direct to the M40 Junc 4 intersection!
...
This would prevent HGVs and Dust carts every other minute going past the houses (within 10m+) along Cressex Road and John Hall Way.
...
Re-routing the access to High Heavens IS a better compromise IF the WTS is actually required at that site and especially IF it is intended to expand.
...

Last night we had to shut our windows and doors before sundown due to the stench. I called the EA on 0800 80 70 60 and filed a complaint which was taken by one of their phone agents.

Two hours later a friendly chap from the EA called me back. They had been to the site, and the STENCH "was definitely coming from the location". He then explained that the more that residents call 0800 80 70 60 and file complaints over the STENCH the more pressure it will pile on.

So, EVERYTIME you smell the stench, call 0800 80 70 60 and file a complaint. Do not hang up until you get an incident number which you should record.

The more we all call 0800 80 70 60 and FILE COMPLAINTS the more the EA will force the site to sort itself out, or revoke their permit.

That's 0800 80 70 60 for the EA. Together we can STOP THE STENCH of High Heavens!
