A man has received a suspended prison sentence after waste dumped in a number of locations across Buckinghamshire, including Princes Risborough and Seer Green, was linked back to his home improvements company.

John Keenan, 33, of Fullers Court, in Letchworth Garden City, Herts, pleaded guilty at High Wycombe Magistrates' Court on March 22 to two offences of fly-tipping and four offences of failure in duty of care.

The court heard in September 2015 waste was found dumped in Duckmore Lane in Tring by a member of the public and investigators traced items back to Mr Keenan’s company – Gladstone Home Improvements Ltd.

In March 2016 waste was found dumped in Bottom Lane, Seer Green, which was traced back to a home in Harrow, and when investigators visited the site they found newly completed driveway works carried out by the same company.

In May 2016 more rubbish was found by the roadside in Askett, near Princes Risborough, which had come from driveway works in Surrey – the payment of which was also traced back to Mr Keenan.

In the same month waste abandoned in College Road North, Aston Clinton was traced back to Gladstone Home Improvements, and in August 2016 a CCTV camera caught Mr Keenan dumping a truck load of driveway waste in Halton, Aston Clinton.

In October 2016 CCTV footage revealed Mr Keenan’s tipper truck dumping a load of waste in Chalk Lane, Little Missenden.

When interviewed Mr Keenan admitted duty of care failings in his working practice however denied dumping the waste himself, saying he could not account for the visible similarity between himself and the person who dumped the waste.

The magistrates sentenced Mr Keenan to 16 weeks imprisonment (suspended for 12 months) and ordered clean-up and prosecution costs to be paid in the sum of £4,749.01.

Warren Whyte, Buckinghamshire County Council's Cabinet Member for Planning & Environment said: “This case is a serious one involving a campaign of criminal fly-tipping across the county.

“In cases like this we will thoroughly investigate so that the perpetrators are brought to justice in Buckinghamshire.

“As this successful prosecution shows, we will not tolerate this sort of selfish and arrogant disregard for our environment.”
