Credit crunch delays new stadium


PLANS for a new super stadium for Wanderers and Wasps to share at Wycombe Air Park have been delayed by the credit crunch, the Bucks Free Press can reveal.

But Wycombe District Council has underlined their support to the project by earmarking a further £500,000 for it this week, despite postponing their £250,000 feasibility study into the project.

A joint statement made by Wasps, Wanderers and the council blames the economic downturn for the situation – but the clubs and the council who are hunting an enabling partner to pay for the project, insist it is only a temporary delay and not a terminal one.

The statement says: “Since this project was launched last summer, we have seen conditions in both the property and finance markets change dramatically. It will not be surprising therefore that the site appraisal exercise has been delayed whilst we get a clearer picture of the overall viability of the project.”

But it is still full-steam ahead for the plans, which could see the teams vacate their 10,000 capacity shared ground at Adams Park and move to a brand new purpose-built 17,000-20,000 community stadium built on the 204-acre Booker airfield site.

The venture, which also involves Bucks University, will not disrupt the current 96,000 annual aeorplane and helicopter movements which will remain fully-operational on the site.

The council owns the airfield and leases it to Airways Aero Associations Ltd, which is a part of the Arora Group, for a peppercorn rent.

The council has kept the £250,000 they intended to spend on the feasibility project still set aside and earmarked a further £500,000 for ‘stadium planning costs’ and possible changes to its 10-year-plan making a total of £750,000.

But the funding of the actual project will have to come from elsewhere with an enabling partner being sought.

That partner would help finance the stadium in return for also being able to build their own concern on the site.

The Free Press understands that they are not looking to get into bed with a housing developer but are going down the route of a hotel, leisure or corporate development.

One route being pursued is a tie-up with hotelier Surinder Arora who runs a chain of hotels and operates a number of sporting venues including Wentworth Golf Course.

The multi-millionaire learned to fly at Booker and currently owns the lease to the whole site and sub-lets the businness units around the site to small businesses.

The self-confessed football fan and former Isthmian League referee has made his fortune building and buying hotels on airport sites.

His Wycombe Air Park lease runs out in 2014 and a hotel on the airfield site could be an attractive proposition to him at what is understood to be one of the biggest airfields in the country after Heathrow and Gatwick.

Celebrities and businessmen frequently fly out of Booker by helicopter and with the busy flying school and glider club already there it is thought there could be enough on-site demand to support a hotel.

The small businesses which currently rent buildings on the fringes of the airfield are unsure of their future though.

They are all on short leases and it is these businesses, which have so far not been consulted, that would appear to be facing the most uncertain outlook if the stadium plans get the go-ahead.

Wanderers and Wasps are both driven by the same man.

Multi-millionaire Steve Hayes is the managing director of the football club with 25 per cent of its shares and a further £5m ploughed in in the form of loans.

He has also recently bought a 97 per cent majority stake in Wasps and has spent the last few years trawling the area for a suitable site, finally coming up with Wycombe Air Park which he says is vital to both clubs’ futures.

He has previously stated that his dream would be for the clubs to share a purpose-built community stadium complete with accomodation and training facilities.

Hayes declined to comment this week.

More interesting news. Looking holistically at some of the recent stories: this, the hotel, the park and ride and Tesco's redevelopment it would seem there is huge amounts of planning going on behind the scenes. I just wish the stories came out in a more structured form so the link between them is more visible. There must still be more to follow: Daws Hill, the sports centre, for instance. I'm sure the council is looking at these sites also, as part of a large redevelopment strategy, so why the drip feeding of news stories?

It will look great won't it, 5,000 Wycombe fans in a 20,000 seater stadium! It's pathetic, there is nothing wrong with Adams Park for Wycombe's needs, but it's all about Wasps now and what they want.

They can find the money for the planning of a stadium that is not needed but the money can’t be found to keep a swimming pool open! IT’S A DISGRACE.

The football clubs attendances are so poor that the current stadium is more than half empty on Saturday league match days so they don’t need a new stadium at all. It’s just a huge waste of Council Tax money!

We know that the 'concern' will be a hotel and which group will be providing the funding,, these idiots think the public are stupid, the plans have already been discussed behind closed doors, one slight problem are the convenants on the land and the fact that it is Green Belt. We are watching you Clarke.

Am I missing something here - the airfield is already successful and is popular.
I know nothing about football but reading comments on here it would appear that Wycombe wanderers would not fill a huge stadium - wasps proably would..
Why are they even considering this and as much as I am loath to agree with Ivor, why are they plowin £250,000 into the stadium when they are making cutbacks all over the place with voluntary groups.

Because Clarke is desperate to see WASPS stay and likely with the cockup she made over Eden, sees the Stadium as some sort of legacy.

There has clearly been much work already, without consultation of the local populace and work has already started with the demolition of various buildings at Wycombe.

The airfield at the moment has covenants on it preventing expansion, building higher than what is already there so this will be done off of the back of other projects. As far as I can ascertain thus far, the nod and wink has already been given but s@d the people that live there.

A park and ride scheme at the Handy Cross Sports Centre for the 2012 Olympics has been mentioned this week, at one time a Sports Centre, Wasps & Wanderers link was considered for the old Broom & Wade site, that was shelved.
£250,000 for a feasability study? that must be a wind up.
Booker for a sports complex could be IDEAL, on the M40 motorway all that would be needed would be a slip road onto and off the site.
An alternative to one big stadium could be two joined up side by side, the rugby and football sharing one side, maybe with Sports Centre facilities under the terraces or a conference centre.

Many years ago flight records placed Booker near the top of the league table behind Heathrow and Gatwick, I think Manchester is now in third place but it is based on FLIGHTS.

Good luck to anyone attempting to improve facilities for those NON-NIMBY'S amongst us.

Numbers of flights are irrelevant and comparing the air park with major airports is chaff. You couldn't have a slip road from the M40, there isn't enough room for the on and off ramps, the motorway is built on an embankment and the amount of traffic trailing back onto the motorway would be like the M25 used to be in rush-hour.

This is why the park--and-ride is to be built at Dawes Hill, the run off will be at handy Cross (already congested), and busses will take fans via bus to the stadium (assuming they can get off of Handy cross).

The consequence of the traffic build up, is that consumers would come off at Stokenchurch and travel through Lane End or Marlow from the M4, we are already congested; as far as improving facilities, there are existing facilities that could be improved upon.

The bottom line and despite the misleading comments about housing development, this is about Surinder Orora wanting to build a hotel and develop the site, Steve whatishisface wanting a new stadium hoping it will induce more people to turning up to his flagging games and a council that is deeply embarrased by Eden, trying to procure some credibility.

Interesting to see Councillor Darren hayday on Tom Orchards' (th airfield manager)' Facebook page yesterday, nice an cosy.

Why is everyone so precious about WWFC staying at AP?
Picture the scene, Wanderers win promotion to the Championship, bigger crowds etc. The success continues and the Premiership looks likely, would you stay in a 10,000 seat stadium or have a stadium worthy of a Premiership team?
WWFC would suffocate from lack of funding if they cannot grow.

Seen it come, seen it go, when football clubs do well there is a surge of popularity, it, as before is temporary, that's why wanderers can't fill the stadium they've got.

the ground they have no is suitable for there needs, the problem is, as has already been said before, none of the plans are in the public domain, it's all hush hush, why if it is tpbenefit the Town so much, is everything a secret being drip-fed?

We want the truth,not secrets, misrepresentation, lies or hidden deals being the powerbrokers and moneymen.

I can't see why they don't adopt the 2005 option of building a stadium (if they have to),at Handy Cross, there have been numerous reports from the Councils own advisors saying that proposals to build on WAP would be a considerable departure from policy. Why the sudden change and as you state, why the secrecy?

Hmm, I guess the fact that the old Adams park site is now worth 1000,000 quid and acre doesn't have anything to do with the move then?

August 2007 - At a WWFC fans forum CEO Steve Hayes announces plans to build a new stadium in the High Wycombe area, with a capacity of 17,000 - 20,000 and to be the first UK stadium in modern times to have terracing. The new stadium would be joint owned by WWFC, London Wasps and Wycombe District Council. It will share a site with retail outlets, a hotel and conference facilities. Formal plans should be expected in 2 years, meaning if proceeded with the new complex would open in 2012.

April 2008 - The stadium land is taken out of the Green Belt by a Government inspector meaning the land value rises from £4,000 per acre to £1,000,000 per acre, giving a better resale value if required. It also allows additional stands, permanent or temporary, to be constructed to gain the 12,500 capacity required by London Wasps under Guinness Premiership regulations for the coming season. However, the main problem of access still remains, and until a new road is built, or the existing hillbottom road widened, speculation as to whether Wycombe Wanderers and Wasps will remain at Adams Park will continue to be rife.

Hmm, interesting that an email was passed around the planning department concerning birds etc. I should imagine if a stadium and hotel was build, the hazard of birdtrikes would increase immensely,with disgarded waste, litter, hotdogs etc. Would be interesting to see how this effects Booker's licensing. Has this really been thought through? For those interested, CAP168 provides all licensing requirements concerning uk airfields.
