Section 14(1 )(a) Road Traffic Regulation Act 1984 as amended by The Road Traffic (Temporary Restrictions) Act 1991 Temporary road closure - carriageway resurfacing no.3
THE COUNCIL OF THE LONDON BOROUGH OF HARROW HEREBY GIVE NOTICE that they intend to make a Temporary Traffic Management order under the provisions of Section 14 (1) (a) of the Road Traffic Regulation Act 1984 as amended by the Road Traffic (Temporary Restrictions) Act 1991. This is to facilitate resurfacing works.
1. The order may be cited as The Harrow (Carriageway Resurfacing No.3) Temporary Traffic Order 2020, and would be operational on 18th September 2020 and would remain in effect until 13th November 2020 or until the completion of the works, whichever is the sooner. It is anticipated that all of the work should be complete by 13th October 2020.
2. Vehicles would be prohibited from entering or exiting the following lengths of roads, when signs are in place;

3. Nothing in paragraph 2 above would apply to:-
(a) any vehicles being used for ambulance, fire brigade or police purposes
in an emergency;
(b) anything done with the permission or at the direction of a police constable in uniform or a civil enforcement officer;
(c) any person who causes any vehicle to proceed in accordance with any restriction or requirement indicated by traffic signs placed pursuant to Section 66 or Section 67 of the Road Traffic Regulation Act 1984;
(d) any vehicles used in connection with the resurfacing works;
(e) any vehicles needing to gain access to properties in the closed extents as far as is practicably possible.
4. The provisions of the order will not have effect unless all the signs in accordance with the provisions of the Traffic Signs Regulations and General Directions 2016 are displayed, removed or covered, or unless at the direction of a police constable in uniform or a civil enforcement officer.

Thomson Road via Stirling Road, Locket Road and Byron Road and vice versa;
Grant Road via Thomson Road, Locket Road and Byron Road and vice versa;
Peel Road, the eastern arm, via Byron Road, Locket Road, Warham Road and Stuart Road and vice versa; Headstone Drive via Ellen Webb Drive, High Street, Wealdstone, Palmerston Road, George Gange Way, High Street, Wealdstone, High Road, Long Elmes, Courtenay Avenue and Harrow View and vice
Kingsfield Avenue via Pinner View and Parkside Way and vice versa;
Blawith Road via Station Road, Harrow, Milton Road, Marlborough Hill, Rusland Park Road and
Bethecar Road and vice versa;
Alicia Avenue via Kingshill Avenue, St Leonards Avenue, Kenton Road and Kenton Lane and vice versa;
Hunters Grove via Kenton Lane and Rowland Avenue and vice versa;
Kenton Lane southbound via College Hill Road, College Avenue, High Road, High Street, Wealdstone and Locket Road; northbound via Locket Road, Hugh Street, Wealdstone, George Gange Way, around the roundabout, George Gange Way, High Street, Wealdstone, High Road, College Avenue, College
Weston Drive via Wemborough Road, St Andrews Drive, Culver Grove, Streatfield Road and Kenton
Lane and vice versa;
Taunton Way via Turner Road, Cumberland Road and Honeypot Lane and vice versa;
Broomsgrove Gardens via Oakleigh Avenue, Orchard Grove and Greencourt Avenue and vice versa.
