A building company has been fined after waste was found dumped at the site of an illegal traveller encampment in New Denham.

Pawel Mikolaj Gulinski, 37, of Kings Drive, Edgware, London and his company, FPG Construction Ltd, pleaded guilty to the offence at High Wycombe Magistrates’ Court in September 19.

The court heard on June 14, 2018, waste was found abandoned on farmland adjacent to Knighton Way and was traced back to the company - where Gulinski is the only director.

A total of 16 dumped loads were found at the site - which was linked to an illegal encampment - however only one was traced back to FPG Construction Ltd.

Gulinski was interviewed at a London polices station, where he denied any knowledge of the fly-tipping.

However he admitted an unidentified man had been paid £120 to remove the rubbish from a building site as a registered waste carrier was not available.

Gulinski was fined £461 and the company was fined £2,500 for failing in their duty of care regarding the disposal of the waste.

Charges of £1,024.60 for investigation and legal costs, a contribution towards clean-up costs of £618.25 and a victim surcharge of £170 were also imposed.

South Bucks District Council cabinet member for environment, Luisa Sullivan, said: “This dumping was not only unsightly but caused a serious obstruction and clear-up problem on farmland.

"This is an example of an organised group of criminals who rely on fly tipping to dispose of waste on behalf of bona fide building firms. If these firms were to insist on seeing waste carriers' credentials, this kind of commercial fly tipping would rarely take place.

"The SCRAP Fly Tipping campaign we've launched in Buckinghamshire reminds both businesses and residents that they have a legal duty to ensure that their waste is disposed of properly."
