Developers are trying again to build homes on an old supermarket car park in Flackwell Heath – after their first lot of plans were refused.

Revere Homes wanted to create four semi-detached houses and five flats on the car park in Old Kiln Road which was privately owned but largely used by shoppers at the former Budgens store until it shut down in 2013.

They put forward their plans in 2020, but they took it to the Planning Inspectorate because they were fed up with waiting for the council to make a decision.

The Planning Inspector dismissed the appeal and refused their plans, saying they would “harm the character and appearance of the area”.

Now, Revere Homes are trying again – this time, for four three-bed semi-detached houses and four two-bed flats, along with parking and landscaping.

Each unit will have either a private garden or a balcony, but there will be no on-site communal space.

They have also binned off a planned third storey on the block of flats, making it two-storey instead.

They are planning on including 15 car parking spaces, with three of those reserved for visitors.

Flackwell Heath residents who objected in their droves to the previous plans appear not to be convinced by Revere Homes’ latest attempt to build the new development.

Chepping Wycombe Parish Council said the homes would “undermine the vitality and viability of Flackwell Heath forever” if they go ahead because there is already a “desperate shortage of parking” in the village centre.

Cllr Alexander Barron added: “This car park has been in existence for over 45 years, and was provided as a civic amenity for the benefit of all of Flackwell Heath and visitors to the shopping areas.

“The statement that the car park has not been used since 2014 is due to the owners sealing the car park from use by concrete structures denying entrance and exit to the car park. It was not because of dis-use!

“The proposal to build a pair of semi-detached houses and a block of flats is out of character for this estate. The estate comprises terrace, bungalows, and detached houses.

“This development, if approved, will remove a further six to eight parking places from the centre of the village resulting in further congestion to other sites in Old Kiln Road.”

Pamela Burton, who also lives on Old Kiln Road, wrote that the flats proposed would be an “eyesore” and would overlook existing homes.

She added: “The proposed development is not in keeping with the surrounding properties.

“The noise levels will impact as the way our houses are built in a square the noise echoes already.

“It’s overdevelopment of the site when actually parking is what is needed in the area.”

Another Old Kiln Road resident, Lesley Tooley, said parking is a “huge problem” in the village. She wrote: “The parking is a big concern especially at school times as there are cars parked everywhere even blocking our drives.

“We seem to be having even more cars parking now during the day, some Sainsbury’s staff park in the road for five/six hours, the ramblers park in the road for a few hours while they go for a walk.”
