A landowner hit with enforcement action over a ‘wide-ranging’ development at his estate has submitted a ‘revised scheme’ the council will now deliberate.

Mr Hamid Hakimzadeh, of JPPC Chartered Town Planners, in Oxford, has submitted to Bucks Council a planning application for land within Litmore Shaw, Grays Lane, Ibstone.

Plans detail the ‘retention of an underground store, hardstanding, and an open-fronted animal shelter (part-retrospective)’.

Although works began at the site in January 2019, they are still incomplete, according to council documents.

The site consists of a ‘modern dwelling along with a double garage, staff accommodation and a gym, and a recently constructed ancillary building nearer to the buildings the subject of this application,’ documents also state.

A new outdoor pool is also going to be built.

The house, gardens, and associated land cover 14 hectares, with the wider landholding including a Site of Special Scientific Interest (SSSI), chalk grassland, and ancient woodland.

The council previously served the applicant with an enforcement notice and “has sought to remedy the breaches of planning control” in relation to a “more wide-ranging” part-retrospective application it refused in October 2019, which has been “part complied with” and is the subject of appeal.

“We have been dedicated to biodiversity and nature conservation since we acquired Litmore Shaw in 1997,” wrote the applicant.

“The central objective of our efforts is the creation of diverse habitats and improvement of the chalk grasslands, beginning with our five-acre SSSI.”

They also mention new hedging, woodland improvements, tree planting, and a “charcoal retort”.

They added: “A key management tool for all this is sympathetic rotational grazing with a variety of animals, most notably sheep and small cattle.

“This in turn drives our requirement for equipment, machinery, storage space, water supply and materials.

“We have three permanent full-time employees dedicated to these objectives, who obviously require suitable facilities.”

The applicant is now awaiting a decision from Bucks Council.
