Travellers have set up camp on land near a residential street in Beaconsfield.
A number of caravans, cars and vans have been spotted on a patch of grass at the junction of Candlemas Lane and Candlemas Mead.
The travellers are reported to have been on the site since at least yesterday (Monday).
South Bucks District Council confirmed the land does not belong to it.
In a statement, Buckinghamshire County Council said: “The Council’s Gypsy and Traveller services team have today (Tuesday) been down to land in Candlemas Mead, Beaconsfield, which is currently occupied by four caravans and three vehicles belonging to travellers.
“Buckinghamshire County Council will be going through the legal process to obtain an order for their removal.
“The land belongs to Beaconsfield Town Council.”
