A MAJOR part of the problem of potholes is the apparent lack of quality control on repairs. Any quick fix which allows the ingress of water will inevitably lead to deterioration even in a comparatively mild winter. A further contributory factor is failing properly to fix an underlying cause (mains water/ drains leaks being a case in point). Bunging a few shovelsful of tarmac in the top of a hole will not make the problem go away. Who is the ‘intelligent customer’ who checks on repairs made for the councils?
