Recently I stumbled across a statement from the council regarding their reasoning for closing one lane of the Abbey Way dual carriageway. They stated they wished to have a ‘single phase’ crossing, as opposed to a staggered crossing and that law states the road cannot exceed a maximum length.

Let’s skip over the fact that closing an artery road down to a single lane with no facility to allow cars to pull aside to allow emergency services through is a colossal mistake. Also ignore that at some point a car will break down there, blocking the road entirely, and focus on their reasoning.
